【摘要】:Thisstandardgivesguidanceonwritingthetechnicalspecificationfortheprocurementofprocessesandequipmentfortheremovalofsulfuroxidesfromthefluegasofsteamgeneratingplantforuseinelectricitygeneratingstations(powerstations).Thisguideforprocurementisnotapplicabletoequipmentforuseinthenuclearreactorplantareaofnuclearpowerstations.Otherpossibleapplicationsofsuchequipmenthavenotbeenconsideredinthepreparationofthisguide.Thisguidecovers:—wet,semi-dryanddrysystems;—systemstomeetspecificfluegasdischargerequirements,forexamplesulfurcontent,dustcontentandtemperature;—systemswithandwithoutmarketableby-products;—systemstomeetspecifiedwasteproductdischargelimits;—systemstomeetlimitedchoiceofabsorbenttypeandlimitationofwaterconsumption.Theequipmentcoveredbythisguideisdefinedbyitsfunctionratherthandesigntype.Therefore,theguidancetothespecificationisstatedinperformancetermsratherthanbeingspecifiedbyadetaileddescriptionoftheequipmenttobesupplied.Thisguideindicatestopotentialpurchasershowtheirspecificationshouldbepreparedsothat:—theequipmenttypeandcapacityinterfacescorrectlywithotherelementsofthesystemsparticularlytheboilerplant;—predictedperformanceisachieved;—ancillaryequipmentisproperlysized;—reliability,availabilityandsafetyrequirementsareachieved;—properconsiderationisgiventotheevaluationprocessandthequalitymeasurestobeapplied.Thisguidedoesnotdeterminethetypeofspecification(e.g.detailed,performance,functional)ortheextentofsupplyforanygivencontractwhichisnormallydecidedonthebasisofthepurchaser'sprojectstrategy.Itdoesnotcover:—anycommercial,contractualorlegalissueswhicharenormallyinseparatepartsofanenquiry;—anyallocationofresponsibilitieswhicharedeterminedbythecontract.Thisguidedoesnotprescribethearrangementofthedocumentsintheenquiry.NOTEAsacomprehensiveEuropeanenvironmentalpolicyisstillunderpreparation,thisguidedoesnotaddresstheenvironmentalimplicationsoftheequipment.
